STEPS TO REPRODUCE
1. assisgn meta+a shortcut to sound applet and test it: it works as expected
2.assisgn the same keyboard shortcut to Notifications applet and test it: it works as expected
3. re-assign meta+a shortcut to sound applet and test it: nothing happens
4. restart Plasma running "plasmashell --replace" and press meta+a: Plasma
triggers Notifications applet instead of sound applet

EXPECTED RESULT
Plasma should always assign keyboard shortcuts correctLy

At #2, you should be seeing a shortcut conflict dialog. Do you de-assign it from Sound and apply it to Notifications at this point?

yes, I see the shortcut conflict dialog in the step 2.
I click on its "Reassign" button and the shortcut is assigned to Notifications
applet as expected.

Tested assigning meta+a to Media Player and Sound applets and I was unable to reproduce.
