At #2, you should be seeing a shortcut conflict dialog. Do you de-assign it from Sound and apply it to Notifications at this point? yes, I see the shortcut conflict dialog in the step 2. I click on its "Reassign" button and the shortcut is assigned to Notifications applet as expected. OK thanks. Tested assigning meta+a to Media Player and Sound applets and I was unable to reproduce.
