Which partition table did you use GPT or MBR? Might it be that windows only recognizes MBR devices?

That said, I don't have Windows, so I wouldn't be able to test it.

Hi,

delete (not shift-del)
partition table : msdos
filesystem : fat32

ps
the window search for devices appears before authentification

It might also be useful to have output of

sudo sfdisk /dev/sdb -l

(assuming that sdb is your usb device node that your are formatting)
