SUMMARY
Crop isn't working with tablet when file layers are present. It does work with mouse though. 

STEPS TO REPRODUCE
1. create new file 
2. add file layers
3. try to crop with tablet & pen

OBSERVED RESULT
crop is unusable

EXPECTED RESULT
crop outline resize

SOFTWARE/OS VERSIONS
Windows: 7

I'm sorry, I cannot reproduce that on Linux with a Wacom tablet. I did the following:

* Create a new image
* Add a file layer
* Select the crop tool with my stylus
* Select a crop area
* Press enter to crop.

Note that we do not support Windows 7 anymore.

Ive noticed that other tools also didn't work. I unplugged the tablet and replugged it and this fixed the problem.

Then it probably was just a driver problem.
