SUMMARY
Focus follows mouse on Wayland, between native Wayland apps (System Settings and Dolphin, for example) often does not transfer focus. Focus under/strictly under mouse works.

STEPS TO REPRODUCE
1. System Settings > Window Management > Focus Follows Mouse
2. Open two native Wayland apps
3. Try to switch focus between them using hover

OBSERVED RESULT
Focus often does not switch. Screen recording attached (recorded using WebRTC, the mouse is not visible sometimes, but we can see mouse hovers over Dolphin elements without switching focus, and vice versa with System Settings).

EXPECTED RESULT
Focus should switch.

SOFTWARE/OS VERSIONS
KDE Plasma Version: 5.21.1
KDE Frameworks Version: 5.79.0
Qt Version: 5.15.2

ADDITIONAL INFORMATION
Config files: tested on separate user, ~/.config was completely removed before testing.
Problem occurred even on 5.20.
Works on X11.

Better screen recording. Running kwin_wayland under X11 as client.

By running kwin_wayland as an X11 client and running QT_QPA_PLATFORM=wayland kate, I managed to reproduce the bug like this and got a much better screen recording (mouse visible this time).
