SUMMARY
I change between us and macedonian layout. But changing between us qwerty and us dvorak dosen't work. I was able to change between us dvorak and us qwerty in plasma 5.20

STEPS TO REPRODUCE
1. Set up layout US qwerty and US dvorak
2. Change layout with shortcut

OBSERVED RESULT
Only able to use qwerty

EXPECTED RESULT
Change between qwerty and dvorak

This bug was reported against an outdated version of KWin. We have made many changes since the. 
If the issue persists in newer versions can you reopen the bug report updating the version number.
