It sounds like you have Brush Smoothing set to Stabiliser in the Tool Options Docker. I suggest that you FIX that by going to the Tool Options docker and selecting None, Basic or Weighted from the drop down list. If you have difficulty, please go to krita-artists.org, sign up, log in, create a new topic and describe your problem. That forum is a suitable place for help, advice and discussion.
