Summary:	I have a little lag because of this massive circle around my cursor. It makes it so everything is a second late, and it's impossible for me to draw without being frustrated with it. Even if it's not a bug, I can't get rid of it.

It sounds like you have Brush Smoothing set to Stabiliser in the Tool Options Docker.
I suggest that you FIX that by going to the Tool Options docker and selecting None, Basic or Weighted from the drop down list.
