SUMMARY:
When systemd startup is enabled there is no startup sound. All other notification sounds work fine as does the logout notification.

If I disable systemd startup with: kwriteconfig5 --file startkderc --group General --key systemdBoot false 

And restart the Startup sound works fine.

That's true, the code for that was in plasma-session which we bypass.

I meant to split it out, but was torn between just adding a service that calls canberra-boot

Fixed by Henri Chain with the commits in https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/1066 for Plasma 5.24!
