This is likely to be an issue with the distro itself or the packagekit-package-manager plugin (aptcc in the case of Neon and other deb-based distros). Can you find a backtrace of the packagekit crash? Maybe we can see if it might have been caused by Discover, or whether Discover is just an innocent bystander here.
