QuickLaunch icons too small

SUMMARY

Icons in the QuickLauncher are almost unusably small but at the same time have a lot of unused whitespace around them.
I have to resize the whole panel several pixels to get the QuickLaunch icons suddenly take jump to the next size instead of smoothly scaling to a sensible usage of the available space.

see attached screenshot.

Looks like the applet is either displaying its expanded form at too small a size, or its default layout needs to make better use of the space with skinny panels.
