SUMMARY
Krunner tries to start baloo even tho it's disabled.

STEPS TO REPRODUCE
1.Open Krunner 
2.Start typing something 

OBSERVED RESULT
A spinning circle appears in the right corner, journalctl shows krunner trying to launch baloo.

EXPECTED RESULT
Krunner doesn't try to start baloo

Operating System: openSUSE Tumbleweed 20210215
KDE Plasma Version: 5.21.0
KDE Frameworks Version: 5.79.0
Qt Version: 5.15.2
Kernel Version: 5.10.16-1-default

ADDITIONAL INFORMATION
Disabling "Desktop Search" fixes it. Might be related to 394795

Do you have Baloo disabled but the KRunner Desktop Search plugin is still enabled?

That's not right.
It says baloorunner, which is not the same thing as baloo.

Can you include your ~/.config/baloofilerc

So actually we want a mechanism that automatically disables the baloo runner when baloo is disabled?
