SUMMARY
Opening a larger file(>1MB) in firefox causes plasma to offer you to open that file although it is already opened.
Doesn't happen with small files  i.e. 200KB
STEPS TO REPRODUCE
1.Open a file >1MB in firefox(i.e. pdf)  

OBSERVED RESULT
Plasma offers you to open the opened file 

EXPECTED RESULT
Plasma doesn't do anything

ADDITIONAL INFORMATION
On a faster internet you might need to open a larger file. It seems to be bind by time i.e. if it's not an instant open, plasma will shot the dialog.

Where and when does it offer that? You mean you get a download notification when you just open a PDF on a website and when it finishes, Firefox opens the PDF, but the notification offers an "Open" button?

When a file is downloaded.
Yes, but only on larger files. Small files don't proc a notification.

It only shows a notification for jobs that take longer than 500ms, yes
