SUMMARY
For example, when I scroll the playlist in Elisa player, the list of services in
Background Services KCM and the list of effects in Desktop Effects KCM, scrolling is slow and an entire cpu core is used.

good performance and low cpu usage

Can confirm the background services kcm lags horribly. Another instance is the list of applications in the notifications kcm

Perhaps an issue with the qqc2 desktop style?

Arjen pushed some changes to fix this https://invent.kde.org/frameworks/kirigami/-/commit/40e1743fcd17eac305a40d6df1aecc1bf4489cb2 and related qqc2 desktop style change
