SUMMARY
When in settings->shortcuts a shortcut is set for the feature "microphone mute" ctrl+x for cut does not work any more. It also does not matter what shortcut you set. If you can change the shortcut for "cut" it still does not work any more. I am not deep enough into kde plasma to know where this comes from, but I guess it makes sense someone looking into it because it is a weird bug in my opinion.$

STEPS TO REPRODUCE
1. go to settings-> shortcuts
2. set some shortcut for "Microphone Mute"
3. try to use "ctrl+x" for cut, it does not work any more

OBSERVED RESULT
"ctrl+x" for cut does not work

EXPECTED RESULT
"ctrl+x" for cut should still work beside what I set for a shortcut on "microphone mute"

I've just tested on:
Operating System: Solus 4.2
KDE Plasma Version: 5.21.2
KDE Frameworks Version: 5.79.0
Qt Version: 5.15.2

I'm unable to reproduce this issue.

Can you please confirm you're setting it via the same screen (see attached).

I set the shortcut and applied and was able to cut a URL from the address bar in Firefox

As announced in https://pointieststick.com/2023/07/26/what-we-plan-to-remove-in-plasma-6/ and https://community.kde.org/Plasma/Plasma_6#Removals, I'm afraid KHotKeys has reached end-of-life in Plasma 6. Accordingly, all bug reports and feature requests for it must be closed now.

Most of what KHotKeys could do can already be done with the newer KGlobalAccel system in Plasma 6. A few features such as mouse gestures and triggering conditions based on changes to window states are not yet implemented in the new system. These will be added in the future if and when resources materialize for them, and/or when a kind soul submits patches to implement them! :) Meanwhile, the 3rd-party "Mouse Actions" app (https://github.com/jersou/mouse-actions) may be usable for implementing your own mouse gestures again.
