SUMMARY

When painting, I often want to sample from all layers OTHER than the current when using the colour picker eyedropper or CMD/CTRL-click with a paintbrush. If there is currently content on the layer, I just get what's already there.

In particular, I often quickly CMD-click sample, click paint, move, CMD-click sample, click paint, move, etc. repeating this pattern quickly to sample colours in small strokes from an existing image/photo/render layer (which I keep at 70% opacity to track where I am) and paint them onto a layer where I will blend them manually into proper brushstrokes. If I get even slightly out of rhythm, I start accidentally sampling what I just put down and end up having to undo a whole line of colour. This is admittedly a very specific use-case, but it IS a use-case, and in general the ability to sample "everything else but not this one" certainly can't hurt anyone B^)

This looks from here like it would dovetail with #395231 from what I can see, as both involve enhancing eyedropper selection layer options if I read that one right. I recommend anyone looking at this also look at that one.
