1. I configured dolphin with "remember view settings for each folder"
2. I choose my prefered view-settings in home folder (detail-view, not-grouped, sorting, size,..).
3. I apply it "to all folders" under view-menu
4. I navigate to "home/Downloads" folder

The view-settings are not applied: the items are grouped.

The download folder has default view settings if none are set for the folder.

Once you have the folder open you should be able to change its settings.
