SUMMARY
When clicking the new email notification icon in the panel the mail Kmail window doesn't appear on top of all other windows. Having to manually raise the window gets annoying real fast. 

NB. clicking on the Kmail icon in the tray popup correctly raises the app window on top of all other windows

STEPS TO REPRODUCE
1. Have Kmail running in the backgroud 
2. Recieve new mail
3. Click on the notification icon in the panel

OBSERVED RESULT
The app window is drawn on the screen but not on top of all others


EXPECTED RESULT
Kmail app windows is rendered on top of all other windows
