SUMMARY
I'm not able to set different device for any application which is currently using audio. This worked just fine in Plasma 5.20 and stopped working with Plasma 5.21 beta. 

STEPS TO REPRODUCE
1. Open plasma-pa
2. Go to "Applications tab"
3. Click on the "hamburger" icon to switch devices for any stream (e.g. Spotify)
4. Nothing happens

OBSERVED RESULT
Nothing happens.

EXPECTED RESULT
A popup appears with list of devices.
