STEPS TO REPRODUCE
1. open System Settings > Appearance > Window decorations
2. click on "Get new window decorations..." button
3. install some window decorations
4. select "Rating" radio button

OBSERVED RESULT
we see installed window decorations

EXPECTED RESULT
we should see window decorations available in KDE Store sorted by rating

Window Decorations KCM now uses the QML-based GHNS window and its "Show highest rated first" filter works as expected. :)
