SUMMARY
It is basically impossible to resize a window on a touchscreen using default settings, and even more so after the recent theme change to 'no borders'. They don't even work reliably on the 'oversized' border size on my 15" 1080p panel.

STEPS TO REPRODUCE
1. use a touchscreen
2. try to resize window

OBSERVED RESULT
usually the window looses focus

EXPECTED RESULT
the window is resized.
the target needs to be much bigger for touch events than when using a cursor. This is also true when using pen input.
