SUMMARY
Changing the monitor rotation causes the plasmoids to stop getting shrunk after a panel separator, possibly other display settings too

STEPS TO REPRODUCE
1. make sure you have a panel separator
2. change the monitor rotation
3. check if the plasmoids after the separator are still shrunk

ok, update on this, turns out it was the theme I was using
