If we use some apps on breeze dark, we cannot see the icons like in librecad. If we have ability to choose theme per app then, it will be awesome.

One can.

We load settings from

appNameRC then kdeglobals

if a setting exists in appnamerc (i.e dolphinrc) then this overrides the one set in kdeglobals.

I don't want to create a UI for that as it's working round another bug in librecad. 

Please report there, and tell them to either follow the platform theme (and handle the icon case) or set a palette explicity.
