SUMMARY
Does it suppose to happen ? 

STEPS TO REPRODUCE
1. Open krunner and and search for KDE partition manager
2. Select the program
3. It ask for administration password

OBSERVED RESULT
Administration password should be behind the windows.
Also cannot drag the windows.

EXPECTED RESULT
Administration password shoulde be in the front.
Able to drag windows.

There are already two bugs raised for this (one for wayland and one for X11).

At this point solution for Wayland is not possible yet (Plasma Wayland does not support window raising protocol).
