SUMMARY
Telegram desktop doesn't apply any shortcuts

STEPS TO REPRODUCE
1. download and install telegram desktop
2. try to set shortcut from any setting manager available;
3. type the shortcut.

OBSERVED RESULT
the application doesn't start

EXPECTED RESULT
telegram desktop starts

ps: keyboard layout switcher lists applications without any shortcut assigned unlike the same applications in global menu.

So you're trying to set a global shortcut to launch Telegram? Are you using the "Shortcuts" or "Custom shortcuts page in System Settings

Is kglobalaccel5 running? Does it work if yo use kmenuedit to set the shortcut?
