SUMMARY
There is not much to explain about this, the mode is intended not to send notifications to the user, but this is not respected by KDE Connect and notifications are still displayed on the desktop.

STEPS TO REPRODUCE
1. Activate Do Not Disturb mode
2. Force the receipt of any notification
3. It will not be displayed on Android but on the desktop yes

For the record:
If you enable "Do not Disturb" mode in your Plasma session, it works as intended and you do not receive any notifications from your phone (or else).

However when only toggling the Androids "Do not Disturb" mode, messages are still shared via KDEConnect with the Plasma session.
