System settings' minimum size is too big and not tile-friendly

SUMMARY
System Settings, the way it is right now, isn't good for 2-way or quarter tiling on 1080p monitors (and monitors with lower resolution).

OBSERVED RESULT
It takes up over half of the monitor's length & width on 1080p, which would be even worse on monitors with lower resolution.

EXPECTED RESULT
On 1080p monitors, at the very least, it shouldn't overlap with other windows with quarter tiling.

ADDITIONAL INFORMATION
I don't have a monitor or laptop that are <1080p to show it, but if it's this bad on FHD, it'd be even worse on those displays.

FWIW you can use KWin's own quarter-tiling functionality to force the window to a smaller size than its minimum size. However many KCMs will get cut off and have horizontal and vertical scrollbars. The minimum size is set fairly high to prevent that. Once more KCMs are ported to use more space-efficient layouts, we'll be able to reduce the minimum window size.
