SUMMARY

I am customizing the panels and widgets in it. I have placed a panel in the top and another one in the left with taskbar widget. When placed left panel hides some portion of the top-panel. it also hides the items in it.

STEPS TO REPRODUCE
1. remove existing default panels. 
2. create one empty panel and move it to top
3. create another one and move it to the left/right. 

OBSERVED RESULT
the side panel hides portion of top/botton panel (overlapping region)


EXPECTED RESULT
panel should not be hide widgets/contents from other panel if they are empty

I can reproduce however this does not seem to be the bug at hand. When you edit a panel, on the grey bar, you have arrows on one end with which you can resize a panel, but the other panel covers the other end which you need to hold in order to move the panel. 
I think the grey bar should stay above everything when editing panels in order to avoid confusion.

Very thanks. I just learned resizing the panels width. I haven't found this in after googling few hours.
