It's doable with some minor layout adjustments.
But at the same time, I think users are used to having panels with settings across various DEs and that maybe these settings are not used all that often. An alternative approach to making these controls more easy to find would be to subtly show that there is a panel at the bottom.
No strong feelings about it. The current design puts some important things in corners where people might miss them, but centralizing everything feels like it could get messy with the current overlay-style design, and also risk them getting hidden with short screens. |

Centralizing elements on the screen makes it easier for users to find otherwise far or hidden elements in this screen. A mockup is attached to explain the idea of centralization.
