SUMMARY
Krita launched on my main monitor and I needed to move it to my drawing tablet. After several attempts, clicking and dragging on the top bar did not drag the window to the other monitor. I noticed that the top bar had no "minimize", "window", nor "close window" buttons in the top right corner. Since I was changing some of the Krita configurations earlier, I decided to try wiping them to get rid of the issue. I did so and restarted Krita. The issue occurred again. As a last effort, I uninstalled Krita and installed it again (via Steam). The issue is still occurring after doing so.

Try closing dockers. Alternatively go to Window -> Workspace -> Minimal. If that fixes it, either make your own workspace with less dockers, or switch back to Default and go to Configure Krita -> General -> Window -> uncheck Enable HighDPI.

I toggled full screen mode with a shortcut and it resized to the screen
correctly.
