SUMMARY
As of today, GTK 4.0 is now available, and applications have already started porting to GTK 4. 

I fully expect to see applications switched over to GTK 4 in upcoming releases of Fedora (especially Fedora-specific software in GTK 3 today), so it'd be great to have Breeze for GTK 4 sooner rather than later.

Breeze for GTK4 was present in the 5.21 beta and will be released with Plasma 5.21
