SUMMARY
An attempt at changing the login background screen does not work.

STEPS TO REPRODUCE
1. Start System Settings 
2. Go to Startup and Shutdown
3. Select a theme
4. Under Background, select Clear Image
5. Enter password and select OK.

OBSERVED RESULT
Password taken but Background image remains after 'clearing' it.

EXPECTED RESULT
Background image should be cleared
