SUMMARY
I am trying the program out in a XFCE 4.14.2 session at the moment.
I have observed another questionable software behaviour.

STEPS TO REPRODUCE
Select the action “Change size” from the context menu of the application window.

OBSERVED RESULT
* Only the width can be adjusted for the application window.
  (The bottom window border is not displayed and can not be adjusted here.)
* The window size was not changed after the action “Maximise” from the context menu of the window list in the XFCE panel.

EXPECTED RESULT
* The height and width can be modified for the application window on demand.
* The maximum window size can be easily selected.

Sorry, that's not krita functionality. We don't try to work around all window manager bugs.

The mentioned window resizing is working as expected with a program like “KWrite 20.08.3” for example.

It seems that window size requirements grew somehow.

The tool “xprop 1.2.5-18.1” informs me about the following setting here.

“…
WM_NORMAL_HINTS(WM_SIZE_HINTS):
…
                program specified minimum size: 490 by 962
