Can you clarify what you mean by "completely disable drag and drop?" You mean trying to drag an item would not cause it to move at all? Exactly I don't think we can do that, sorry. :) Drag-and-drop is a core part of the user experience. The drag-and-drop menu is itself already a safety valve since it requires a second explicit action to complete the drop. So disabling drag-and-drop wouldn't really provide any additional safety over what we already have. Powerful from time to time...
