SUMMARY
If I hover over an action button for a widget, there is no visible text in the tooltip. All I see is a bubble.

STEPS TO REPRODUCE
1. Switch to Oxygen theme
2. Add a widget
3. Activate widget menu
4. Hover over widget menu button.

OBSERVED RESULT
Tooltip without text

EXPECTED RESULT
Tooltip with text

The text is actually there, it's just unreadable because it's the wrong color.

Does the same thing happen for the tooltips in the Networks applet?

Not sure about the "network applet", but tooltips are typically shown correctly like this.
The tooltip for the "All widgets" filter also displayed the text correctly.
And in case you're wondering, it isn't about it being "network" (I doubt you'd think that). All of the widgets I use exhibit the same behavior (likely because they all share the same "menu" system).

Works for me with Breeze no matter what combination of plasma theme and app color scheme I apply. I suspect an issue with the Oxygen Plasma theme.
