STEPS TO REPRODUCE

2. Use "Album" / "Write Metadata to Files"
3. Export it to Flickr
4. Export it to Google Photos

Flickr and Google Photos do not have location information.
.JPG file does not have exif tags for GPS latitude and longitude

EXPECTED RESULT
Flickr and Google Photos have location information.
.JPG file includes exif tags for GPS latitude and longitude.

SOFTWARE/OS VERSIONS
Operating System: Kubuntu 20.04
KDE Plasma Version: 5.18.5
KDE Frameworks Version: 5.68.0

Kernel Version: 5.4.0-52-generic
OS Type: 64-bit
Processors: 8 × AMD Ryzen 5 PRO 3500U w/ Radeon Vega Mobile Gfx

ADDITIONAL INFORMATION
Doesn't seem to make any difference if I add the geoloc information to a JPG or add it to a RAW and then use a BQM workflow that converts it to JPG.

There is a new option in the metadata settings to enable writing of GPS data. By default, like all other write options, it is deactivated.
