SUMMARY
After upgrading from plasma 5.19 to 5.20, I can no longer connect to my openvpn service. If I downgrade to 5.19 via timeshift, it works again. In addition, connection via the openvpn terminal program works on 5.19 and 5.20, so I do not believe the problem lies in the vpn config.

When I attempt to connect, I get a notification that says "The IP config of the VPN connection was invalid."

This connection is ipv4 only, with the "password with certificates" authentication method.

STEPS TO REPRODUCE
1. Connect to an openvpn connection you configured in "connections" via the system tray icon


OBSERVED RESULT
Receive a notification that says "The IP config of the VPN connection was invalid."

EXPECTED RESULT
Connection to the vpn

To clarify, my plasma version is 5.20.3

That's weird. I guess you don't modify the connection at this moment and the only difference is Plasma 5.19 and Plasma 5.20, right? I cannot think of any change that might be causing your problem. I use OpenVPN as well and I don't have any problem with it.

Was there any other package updated together with Plasma 5.20? For example anything NetworkManager related?

I have a similar issue. Using the GUI and importing my .ovpn file results in being able to connect to the vpn. This happened in both OpenSuse Leap and Manjaro KDE. 

In Manjaro I typed: 
nmcli connection import type openvpn file filename.ovpn

this created a vpn connection in the GUI that allowed me to connect to the vpn. I did not try this in OpenSuse. 

I noticed my vpn uses a non-default port; in the GUI the working vpn connection says the gateway is <ip address>:<port>. In the vpn connecttion that does not work (which I imported from the GUI) the gateway is just <ip address>.
