SUMMARY
When the install progress dialogue appears, the user is able to drag the dialogue up or down. When dragging up, the background changes color to mimic the effect when the progress dialogue goes away. If a user is dragging this dialogue, it should "not" change background colors.

I am not sure if it is a good thing that the user is able to drag the dialogue at all. Maybe something to explore.

You mean the darkening effect behind the dialog?

So what happens is if you see the install dialog appear, and then you drag it with the mouse toward the bottom, you will see that the background darkening effect beings to appear. In my mind, this should not be.

This is a feature of the Kirigami OverlaySheet component itself and not related to Discover. For maximum clarity, can you attach a screen recording showing the exact effect that you think doesn't work?
