SUMMARY
Trying to render my animation as an MPEG-4, the "Encoding frames" bar does not move from 0%, then opens a window reading, "Could not render animation: Unknown error." The last few lines of the log_encode file read:

    Opening an output file: (mp4 output file url).
    [file @ 00000270a6482f40] Setting default whitelist 'file,crypto,data'
    (mp4 output file url): Permission denied

The log_encode.log file is produced by ffmpeg and it seems that ffmpeg does not have permission (for some reason) to create files in the target folder.
This is about the permissions settings of your Windows system and is not a bug in krita.
