SUMMARY
If I lock the screen and click on Switch User, the mouse cursor starts dragging as if it had ice physics, and then if I try to login again, plasma freezes completely on the splash screen. 

STEPS TO REPRODUCE
1. lock the screen
2. select switch user

OBSERVED RESULT
The mouse cursor starts moving weirdly as if it had ice physics. 
TRying to login again hangs plasma.
The login screen looks normal, only the mouse movement is messed up. 
Going to a TTY works.

ADDITIONAL INFORMATION
I'm not sure what coudl have caused this. Last time I did this, I didn't have this problem. I am using the Nvidia Driver from the PPA updated to 455.38. I'm not sure why System Information says Kubuntu, I'm using KDE Neon.

Already fixed in Plasma 5.20.4, sorry for the regression.
