Please check whether you have a small selection active; try to select-all, then deselect and see whether that allows you to draw. Thatg's most of the the cause of not being able to draw. Note that selections are saved together with the document if you save in Krita's native format. Other reasons are trying to draw on a locked layer, or not having created an image to begin with.

But in any case, this is a bug tracker, not a user support forum. 
Bugs are about issues in the code that we can fix, not about problems using the software. For support, it's better to go to some place like krita-artists.org.
