1. click on "Tools" in the upper left corner and choose "Run command"

Yes, looking at the code it should open KRunner. (libksysguard/processui/ksysguardprocesslist.cpp:441).

But TBH I am not sure if just starting  KRunner without any specifiy plugin is a useful addition to the tool menu, so maybe we should just remove the entry?
