It moved into plasma-desktop. So it's still there, just with some packaging admin. Sorry for that. Where could this be found?
[I bumped the user-manager to 5.20.1 and found an (my) entry in Systemsettings5/user, which I could customize. Without this package there is no entry in Systemsettings5/user, only the possibility to create a new one.]
Now I found it myself in user accounts details ("de=Benutzerkontendetails"). So the bug is now not to have deleted the widget "user" (de=Benutzer) in systemsettings5, as it seems to be obsolete too.
