There are many reported problems with the tagging system, as you'll see if you click on 'show other bugs' at the top of this report by the 'Component' box. The entire resources system is being rewritten at the moment and may be available next year. The problems seem to be variable and I don't have your problem with version 4.4.0 on Windows 10, so I can't Confirm this report. I suggest that you try using the Brush editor to make a copy of Basic_2 Opacity and name it Indra-2_Opacity then add it to your tag. That may work and stay there.
