STEPS TO REPRODUCE
1. right-click on desktop, choose "Add widgets..."
2. click on "Get new widgets" > "Download new Plasma widgets"
3. install some Plasma widget that you have never installed before (I have reproduced this bug with Redshift Control, Weather Widget and Fokus widgets)
4. close "Download new Plasma widgets" window
5. reopen "Download new Plasma widgets" window
6. select "Installed" radio button
7. uninstall the widget installed in the step 3
8. close "Download new Plasma widgets" window
9. reopen "Download new Plasma widgets" window
10. reinstall the widget installed in the step 3
11. close "Download new Plasma widgets" window
12. reopen "Download new Plasma widgets" window
13. select "Installed" radio button

OBSERVED RESULT
widget reinstalled in the step 10 can not be uninstalled because it is not listed.
But it can be uninstalled via Widget Explorer.

EXPECTED RESULT
we always can uninstall a widget via "Download new Plasma widgets" window
