This is a feature request;

Wouldn't it be nice if akonadi syncs DAV in a local network?
Most people would prefer this instead of using google or nextcloud in between.  This would bring more privacy, more security, more simplicity, less internet traffic and less CO2 consumtion. And a big plus for the Kontact-Pim-Suite.

Akonadi is a server, so why not make it possible to sync DAV in local networks. Most work to implement this is already done. You just need to make a connection possible by the user. (My two cents)
