STEPS TO REPRODUCE
1. add app menu to window decoration
2. open Ark (no menu bar, as expected)
3. close Ark
4. remove app menu from window decoration
5. reopen Ark (still no menu bar)
6. try to re-enable the menu bar by pressing ctrl+m

OBSERVED RESULT
menu bar is not re-enabled when we press ctrl+m

EXPECTED RESULT
menu bar should be re-enabled when we press ctrl+m

open Window decorations KCM, click on "Titlebar Buttons" tab, drag "Application menu" icon to titlebar, apply.

I also can not disable the menu bar with ctrl+m.

Fixed on neon unstable.
