As discussed in https://bugs.kde.org/show_bug.cgi?id=422875#c3 this is a sub feature request for a "Desktop Layout" KCM. The exact design and scope of that might be debatable, also whethere that is needed to fulfil https://bugs.kde.org/show_bug.cgi?id=422875.
