SUMMARY

No way to show annotations toolbar to insert annotations

the annotation toolbar has changed. It's now a normal toolbar, so the icons will be up there with the rest of the horizontal toolbar.

If that's not the case, can you attach a screenshot?

Simone, someone else that has a broken toolbar, what was the command to fix it?

This command should fix the problem, but will delete any configuration to the okular interface, make a backup of the file before deleting it.

Can you also upload the file as an attachment to https://bugs.kde.org/show_bug.cgi?id=425597

Execute:
rm ~/.local/share/kxmlgui5/okular/part.rc

solved by removing the configuration file. Thank you very much!
