Inactive vs active selection and symbolic icon color

If the option "Use different colors for inactive selections" is disabled in the color scheme that uses a dark selection and dark text color (which is fairly standard), you can get a dark symbolic icon over a dark background for inactive windows, resulting in poor contrast between the two. See the screenshot.

This occurs in dolphin, the file picker, etc.

Same issue as Bug 420498, but only when using that option.
