Can you clarify "Try to use a panel"? If I set focus stealing to high, interacting with panel items seem to work just fine. It's literally that. Nothing that the panel does that requires displaying over an existing window works. Be it volume control, network interfaces, application launcher or even window previews. How odd. I believe you, I just don't know how to make it happen for myself so I can figure out what's going wrong. :( The window visible is chromium snap, maybe that makes a difference? Kickoff most likely receives an unexpected FocusOut event, which in its turn forces the application launcher to close itself.
