When I attempt to use the Move Tool to move a selection of a layer folder, the entire folder moves.


STEPS TO REPRODUCE
1. Create layer folder with content on sublayers
2. Select the layer folder in the layers menu
3. Use the select tool to select part of the canvas
4. Use the move tool to move that part of the canvas

OBSERVED RESULT:
Entire group moves, not just the selected part.

EXPECTED RESULT
Only the selected part of the layer group moves.

For operations like this use "Transform tool" instead. Marking as duplicate of 352519

As a side note, on the tool options for move. 
* Move Layer with content
* Move the whole group
behave in the same manner, moving the content of the layer below the cursor, inside or outside the group.
